I-81 and Route 7 set the commute. Whether an address sits inside Winchester City or in Frederick County decides the schools, the taxes and the utilities, so that is the first thing I confirm.

Winchester City Public Schools or Frederick County Public Schools, checked with the official boundary resource. This site does not rank schools.
Match the diligence to the house
Age, condition, utilities, inspection scope and any association documents. A 1920s house in town and a 2015 house in the county are different jobs.
